Sally James, a 70-year-old Clinton resident, was deeply troubled by the amount of food she saw being thrown away in the school cafeteria where she once worked. As a senior citizen struggling to make ends meet, the sight of perfectly good food being discarded was heartbreaking. Determined to make a difference, James now serves as the head cook for Mission House, a nonprofit organization in Clinton that provides food assistance to those in need.

A New Law, a New Opportunity

In November, Oklahoma passed HB 1542, a law that allows restaurants and public school district cafeterias to donate food without fear of liability, except in cases of negligence. This legislation has been a game-changer for Mission House, enabling the organization to nearly double the number of meals it serves. James now has the ability to create food boxes and distribute leftover cafeteria items to families and individuals in the community.

Partnering with Local Schools

Both Clinton Public Schools and neighboring Arapaho-Butler Public Schools have embraced the new law and begun donating their leftover cafeteria food to Mission House. Clinton Public Schools Superintendent Tyler Bridges, a close friend of the bill's author, Rep. Anthony Moore, says the district is thrilled to be able to redirect food that would have otherwise been thrown away. The schools primarily donate milk, fruits, and vegetables, as prepared meals are not typically part of the donation process.

Addressing Food Insecurity in Oklahoma

The need for food assistance in Oklahoma is significant, with one in six Oklahomans facing hunger and one in four children battling food insecurity. While the food donation process is not yet widespread across the state, the partnership between Mission House and the local school districts is making a tangible difference in the lives of those in need. James says the extra donations have been a game-changer, allowing Mission House to provide more nutritious meals, including fresh produce, to the community.

Overcoming Barriers to Food Donation

Despite the success of the Clinton-area initiative, many larger food banks and soup kitchens in Oklahoma City and Tulsa have yet to establish partnerships with restaurants and schools to receive prepared food donations. Cathy Nestlen, a spokeswoman for the Regional Food Bank of Oklahoma, explains that the logistics of handling and distributing prepared meals can be impractical for many food banks. Instead, they often rely on donations of packaged and non-perishable items.

A Promising Future

As the new law continues to take effect, the hope is that more schools and restaurants across Oklahoma will follow the lead of Clinton Public Schools and Mission House, finding creative ways to redirect surplus food to those in need.
